Possible no clarity on level of penalties, FIA website is down

On Monday night, the FIA will announce whether any teams have been guilty of failing to comply with the rules regarding the budget cap. In the rumour circuit, Red Bull Racing and Aston Martin in particular are mentioned as possible offenders. However, it is unclear whether the exact penalties for the offenders will also be brought out.
Indeed,Formula 1 journalists Erik van Haren and Chris Medland report that they do not expect the governing body to announce which penalties they will hand out yet either. The FIA has several options.

In any case, a distinction is made between a small and large overshoot of the budget ceiling. In the first case, they have spent less than five per cent more than allowed, in the second case they have spent more than five per cent more than required by the regulations.
Meanwhile, the FIA's website is also down at the time of writing. Apparently, a lot of people are curious about the outcome of the investigation.
