Stewards must decide: Will Sainz and Ocon get grid penalties?

The second free practice session for the Las Vegas Grand Prix has been postponed, but it has been confirmed that Carlos Sainz and Esteban will not be in action anyway. Their Ferrari and Alpine, respectively need to be repaired after damage sustained earlier in the day after a water drain cover came off. Both cars will have their chassis replaced, among other things. Carlos Sainz will also get a new power unit. This would put him over the allowance.
Now that it has to be replaced, this would theoretically trigger a penalty. Meanwhile, Jo Bauer of the FIA said in a document that the stewards should make their judgement on this.
Sainz is forced to have his monocoque, Internal Combustion Engine (ICE), Energy Store (ES) and Control Electronics (CE) replaced. Ocon will initially only get a new monocoque.
