It's unlikely for any new teams before 2022

Ross Brawn, the Formula One technical director has admitted that he feels that no new teams will be admitted to the sport by 2022. This comes after it was made clear in the summer break that a new F1 team is being worked on in England, Panthera Team Asia.
Benjamin Durand is currently overseeing all of this and the team are financed from Asia, whilst also having a building which is involved with Silverstone.
"There are a surprisingly large number of teams that are interested," Brawn told Sky F1. “But we told those teams that it is better to wait until the new rules are introduced and the situation has stabilized. First, let's get everything right before we add more teams.
Some circuits have been added ahead of next season with Holland and Vietnam joining the grid, but Brawn feels that the current teams are exactly the correct amount for the sport.
"I think ten teams, ten healthy teams, are enough for Formula 1," the former team boss continued. “And if we do decide to allow extra teams, they have to add something to the show. We must learn from the past. We have seen many small teams coming and going that did not add anything to Formula 1. ”
