Who made the decision to split up? Vettel or Ferrari?

It was a week in which developments in the driver market for the 2021 F1 season gained momentum. After Sebastian Vettel and Ferrari announced that they were going to split up, the announcements followed each other in rapid succession. One of the questions that remains is what Vettel himself will do now.
The Formula 1 Café on Ziggo Sport is unanimous on this. Vettel has only one option and that is Mercedes. However, Dutch analysts Robert Doornbos, Renger van der Zande and F1 reporter Jack Plooij consider this unrealistic and therefore assume that the four-time world champion will retire.
Van der Zande thinks that the German has come to that conclusion because he has been able to spend a lot of time with his family and Plooij also takes into account that Vettel eventually made this decision himself. According to him, the incidents with Leclerc last year were the deciding factor.

"Vettel didn't get any support at the time and that was crucial. I don't know who finally made that choice. I think he himself played a very important role in that", said the pit reporter of Ziggo Sport.
Doornbos, however, disagrees with his colleagues in that respect. It was Ferrari who made the decision. They even did that to Michael Schumacher at the time when they didn't win. "So I think Ferrari just said 'it hasn't worked out and it won't get better, this was it'."
