Brawn: ''More time in the wind tunnel, but you'll have to make good use of it''

Formula 1 will be unique from 2021, with a concept to ensure that teams stay closer together. From now on, a so-called handicap for the top teams, should help the smaller teams in the fight to the top.
Long term vision
Formula 1 presented a complete plan for F1 from 2021 onwards. A decreasing budget cap and frozen developments should reduce costs for the coming period, but perhaps the most striking rule was the development time in the wind tunnel and CFD. Teams lower on the grid get more testing time than teams in front of the grid.
''This will be an important point in the long term vision of Formula 1. It's a soft way to bring the field closer together, but it's important not to exaggerate. A bad competitor still has to ride at the back and teams that are doing well have to ride at the front," said Ross Brawn in an interview with Racefans.net.
No punishment for the top teams
This draws the comparison directly with the NFL draft pick. ''There, teams can choose the best players first, but you still have to coach them well and make sure they have the right tactics. The same goes for the Formula 1 teams. They'll get more time in the wind tunnel and CFD, but you'll have to use that time usefully.''
Brawn is happy with this solution, where more weight in a top car was also an option. ''We want to avoid measures like that, because the fans don't like that either. Then you get punishment if you win a race and that's not part of F1. We're not going to punish top teams for good performance, but we're going to give the less performing teams a chance to catch up," concludes Brawn.
