Rumour: Is technical support from Honda the key to Red Bull's future engine?

Helmut Marko said earlier that he expects Red Bull Racing to have clarity about which direction they are going with the power source in early December. He recently traveled to Japan to discuss this.
Continued technical support from Honda
In the broadcast of Formula 1 Café on Ziggo Sport, Olav Mol reported a rumour concerning what has been discussed between Marko and Honda. It seems that Red Bull Racing wants to take over the Honda project, but that Marko wants Honda to continue providing technical support.
An additional benefit for Honda is that instead of the current 1.5 billion, this plan will cost 15 million a year.
On top of the news that Ferrari will support the freezing of engine development, there seems to be some light at the end of the tunnel for Red Bull Racing.
