New Pirelli tyres are tested by all the teams, except this one

Earlier it was reported that Pirelli will test the new 18-inch tyres with nine Formula 1 teams. For 28 days the teams will test the new tyres with a mule car. However, one team is missing from Pirelli's test schedule.
Big name missing from list of Formula 1 teams
The test days are spread over the upcoming Formula 1 season. Each month a test will take place, in which one or more teams will participate. On the schedule, however, a big name is missing in the form of Williams.
The reason why Williams are not participate in the tyre tests has not been given, but it is suggested that the team cannot supply a mule car. If that is the case it is possibly down to financial reasons.
Perhaps the team will see an opportunity later in the year to participate in one of the tyre tests, but for now it does not look like it.
