Did Verstappen execute it cleanly? "That's what Rosberg did then"

Lewis Hamilton's attack on Max Verstappen was the moment of the Brazilian Grand Prix. The Dutchman defended very fiercely but received no penalty. The moment is compared by former F1-driver Robert Doornbos to a crash in the 2016 title race.
Should Verstappen have received a penalty?
Verstappen received no penalty for his action in turn four at Interlagos. The Dutchman missed the apex of the corner and kept his car wide, preventing Hamilton from passing. The question is whether it was a punishable offence. In any case, the penalty remained out because the stewards had no usable footage of the incident.
At the Dutch show, Crashen in de Keuken Rob Kamphues wonders what the FIA would have done if they had had the footage: "What if there had been footage of Max steering in and briefly [moving his steering wheel to the right, ed.] Should he have received a penalty then?"
Rosberg did it differently
Doornbos responds and raises the 2016 title fight between Hamilton and Nico Rosberg: "Then it's already a different story. If you don't execute it properly... That's what Rosberg did in Austria. The corner went right and he just keeps driving straight, so Lewis couldn't turn in."
"Then you do get punished, and then you also punish yourself a bit." In the case of Rosberg in 2016, the title rivals touched. Rosberg lost his front wing and Hamilton won the race. In Brazil 2021, Hamilton also won the race, but Verstappen was able to just finish on P2 because his performance was just right.
