Mercedes key figure employed at Williams, is there more to it?

Jost Capito stepped back from Williams as team boss a while ago. His successor is James Vowles, former chief strategist at Mercedes. The German now opens up about Vowles' arrival.
Capito told Auto Bild that he did not know the Brit would succeed him at the time the German pulled the plug on his position. Several options were still on the table. In any case, Capito thinks Vowles is the right choice: "He is incredibly competent, I like him a lot and he is also a good person."
Is there more behind Vowles' departure?
Incidentally, some people wonder if this means that the bond between Williams and Mercedes will now become even stronger, or in other words that Williams will become the Mercedes B-team, so to speak. Why? Because Mercedes has allowed a key figure from its team to move to the British team. Is there perhaps more to this?
"I don't think so, I would classify it purely as a change in personnel. But, we always work closely together anyway, especially on things like engines and gearboxes. So I think everything will just stay as it is," Capito said.
