The FIA has released a statement saying that they have stopped the clock that indicates the time limit of the race. Because of the heavy rainfall they haven't been able to race yet and in order to still have a chance to run a race they are temporarily stopping the clock.

"In accordance with the powers granted to them by the FIA International Sporting Code, the Stewards have decided to temporarily halt the Belgian Grand Prix at 17:00 local time. This decision has been taken on Force Majeure grounds." The Stewards finally made this decision on the basis of force majeure.

The medical car is now driving around the track to make a line on the circuit for the drivers to drive on. The sun sets around 20:26, so the FIA now has enough time to finish the race, instead of the 18:00 they had to deal with before.
