Grid girls were replaced by grid kids in 2018 after moves by the FIA in the winter months to modernise the sport.
Russia still intends to bring back grid girls after they were banned from 2018 onwards.
Sergei Vorobiev, part of the race promoter team for Russia, insisted that grid girls would be back on the track in Sochi.
"We do not want to give up girls. They are wonderful.
"We are developing creative approaches that will allow the girls to remain next to the cars.
"It could be athletes. It could be representatives of the world of Russian art. But my task is to have our girls still going on the starting grid."
Vorobiev also questioned whether the move to replace them with grid kids was the best move, but did not outright deny they would be appearing at the Russian Grand Prix.
"We foresee that when children are close to cars, this is fraught with difficulties relating to security and image.
"If we find the right approach and how to make the children's participation justified, we will of course do it."
