Is there reason to panic at Red Bull? 'They have an unhappy driver'

At Zandvoort, Toto Wolff revealed that Max Verstappen and he would have had a conversation during the summer break about a possible switch to Mercedes. Both Christian Horner and Helmut Marko were not at all worried about this. According to Johnny Herbert, they had better be.
At Zandvoort, it was already clear from the conversation between Wolff and Verstappen that a conclusion was quickly drawn. The Dutchman will not drive for Mercedes at least in 2025.
Horner then stated that Wolff's car is also not good enough to attract Verstappen. According to Red Bull advisor Helmut Marko, it is perfectly normal for the two, both living in Monaco, to have a coffee together. However, former F1 driver Johnny Herbert thinks otherwise.

Herbert understands and expects a conversation between the two parties, he said in a conversation with Poker Apps Ltd. "It would be 'foolish' if Max isn't in talks with Mercedes - Horner and Marko need to 'panic' as they've got an 'unhappy driver'."
"Toto would be foolish if he did not further the conversation and I think Max would be the right person for them for the future. Who would not want Max Verstappen," the three-time Grands Prix winner stated.
Still, according to the Briton, there is reason to panic at Red Bull Racing. "Christian Horner and Helmut Marko are saying we don't have to panic yet.But panic is something I think they should be thinking about, because I think they're in a very, very different situation. And they've got, as I see it, an unhappy driver."
