The teammate qualifying duels are a good way to measure a drivers performance because they're going head-to-head with an equal car. However, it's not the be-all and end-all. For example,

Valtteri Bottas but the Finnish driver has recorded one more pole position this season.
George Russell qualified ahead of
Robert Kubica again meaning last year's Formula 2 champion still has his 100% record of qualifying ahead of Kubica in 2019.
