Ross Brawn has said that the gap between the top teams and the rest is far too big and is keen to level out the playing field.
The top three teams have won every race since Jenson Button won for McLaren in 2012 and Brawn is concerned about this.
The budget cap that is set to be introduced for the 2021 season is a way of fighting this inequality in the sport.
It has been commonplace in F1 recently for teams to collapse into folding, for example; HRT, Manor, Caterham, Lotus and more recently, almost Force India
Brawn said: “The void between those three teams and the rest of the field is too big. There are two divisions in Formula 1, and we want to stop that. We want to introduce constraints on the amount of resource you can use.”
The budget cap would be the first of its kind in the sport and is designed to keep the field closer together in terms of pace and hopefully create more exciting and better racing for the fans, whilst making it easier for smaller teams to survive in the sport.
Brawn continued: “We only have to look at the situation Force India finds itself in to understand how crucial this is. The financial burden on teams is not sustainable in the long term and we are taking steps to put a limit on how much a team can spend.”
