Stewards share explanation: Here is why Norris received a penalty!

For is maneouvre on Max Verstappen into Turn 12, Lando Norris got a five-second penalty for overtaking while leaving the track. The Briton as a result finished behind Max Verstappen in P4. The stewards explain why they decided that the Briton should penalised.

On Lap 52, after several laps of Norris being close to his Dutch rival, he tried to go around the outside in Turn 12. The move did materialise, however, the McLaren driver left the track as Verstappen forced him wide.

Following the review, the stewards decided that according to the FIA's rules, that was an illegal maneouvre. "Car 4 was overtaking Car 1 on the outside, but was not level with Car 1 at the apex. Therefore under the Driving Standards Guidelines, Car 4 had lost the "right" to the corner. Accordingly as Car 4 left the track and returned in front of Car 1," the report shared by the FIA writes.

However, Norris only received a five-second penalty instead of a ten-second one, because he had not other option as Verstappen was close to him. It was also determined that Norris will not receive a track limit warning for this action.

Ideally since Max also left the track while defending he should have gotten 5 sec penalty. But Norris on the other hand should have gotten 10 sec penalty (5 seconds(instead of 10) as indicated by stewards and 5 seconds for track limit violation(Norris knew about his track limit violations and still chose to go around outside)).

What Max did was clinical and perfect. He exited the corner and followed the normal line that allowed no space for Lando. Lando was behind at the apex and the extreme nature of the turn allows no additional space. Also, too many track limits infringements by Lando that luckily did not cause him further penalty. Lando blew turn #1 at the start this time despite having such a good result in turn #1 during the sprint race.

Really? It looked to me that he decided to ensure Norris was forced of the track. Norris had already passed him prior to the corner. Verstappen blatantly released his brakes to sail back up the inside of Norris knowing he wasnt going to make the corner and force Norris off the track also. He had already seen it worked several times in the sprint race afterall. As for following the normal line as you put it.....Specsavers are doing awesome deals right now. Leaving the track because you were going into the corner too quick on the inside is not the normal line. And Lando had 3 track infringements. Thats 1 less than the penalty system allows so hardly too many. At the start, Verstappen did what he did at turn 12. He committed to the inside and decided he wasnt going to slow enough to make the corner driving Norris off the track. Lando made a great start. His only mistake was thinking Verstappen would take the corner correctly.

The mere fact that Lando's car was still behing Max at the apex, he then was supposed to have backed off and pull in behind Max. He choose to continue keeping his foot on the accelerator and overtook Max while off the track, was very clearly a violation of the "gaining an advantagbe while off the track" rule. On the other hand, if he had stayed behing Max, then the chances are Max would be given the penalty for "forcing another driver off the track" like what happened to George and Bottas.

"Car 4 was overtaking Car 1 on the outside, but was not level with Car 1 at the apex." Yes because Max decided he was going to deliberately not make the corner by carrying too much speed (to get ahead by the corner), outbrake himself deliberately to the point where he runs off and give the other car nowhere else to go but off himself. "Therefore under the Driving Standards Guidelines, Car 4 had lost the "right" to the corner." Well you can f.off with 'Driving Standards' as Max already through those away by deliberately approaching that turn with no intention of driving it properly. Car 4 lost the right to the corner because of how the other car wildly approached the corner by choosing not to brake or stay on track. The right was lost in an unfair way. Lost to a car that also went off. "Accordingly as Car 4 left the track and returned in front of Car 1," Accordingly, due to the actions of Car 1, Car 4 had no choice but to leave that track as Car 1 not only left no space but left the track also. So what are we saying that both cars can leave the track and it's all fine as long as there's no overtaking happening. Both cars gained an advantage and there is no rule for deciding to what degree that is. You go off track because you forced another driver off and that should be a penalty. Give Lando the 5s for overtaking off track and Max 5s for forcing another car off track. Done. Also Max should receive a penalty for forcing a car off track even if he doesn't leave the track.

With the way penalties were being handed out this race, I bet if Norris had gone off, then rejoined behind, Max would've been penalised instead

They don't penalise Max. Only if he swears. Not for any on-track antics. Horner had to reference a race with Kimi to say that it happened once to Max also. Haha. So at least 3 years ago and it's still in their minds fresh. You force a driver off, you should get a penalty, slam dunk. Tsunoda did, Russell did, Max didn't - and he did it twice! You see the issue and the inconsistency (and favouritism).

So,gents...start your engine and if someone wants to overtake you,just straightline the corner ...you don't have to brake for it in order to stay within track limits,you can just go over the limits as long as you drive the other car of the track too...you will be fine I have seen a lot of this in Forza and Gran Turismo...usually just before someone rage quits....but all good on a F1 track. My understanding is that driving someone of the track is against the rules ....if you were only in a position to do that (ahead at the apex),because you brake too late to stay within the track limits ...I guess it's fine. Get your rules together FIA. Sort it out,it is not complicated. Max couldn't make the corner because he broke too late,that resulted in hime driving Lando off and neither driver staying on track.... There is a cause and effect at play in this time line. But we can get this sorted by putting proper gravel at the corners ....because if there was gravel that Max would have gotten stuck in,had he brakes that late...we never would have been in this position. Just to clarify,my issue is not with Max....but the way this sport is set up,where drivers can take advantage of stupid rules that are not based on logic. Gravel or grass ...and we can get back to proper racing. I swear we are in this situation because they had to dumb the sport down for today's audience that care more about what the drivers are wearing who they are dating and what they are eating,vs proper racing. They wouldn't know the difference between a lug nut and a wall nut.

Or make sure you're level at the apex. Or if you know the opponent will do it, brake sooner, cross the line and get him on the exit.

Yeah,I said it elsewhere that Lando could have known that Max wouldn't be able to make the corner braking that late,should have just stayed out wide,duck in behind him an then Max would have gotten the penalty. Had that happen,I still wouldn't be happy that we have to have arbitrary rules like this in place so that professional drivers like these can do what they are laud to do...drive in a professional manner.

There will always be something to complain about rules. This time at least FIA did what the drivers asked for.

FIA need to change their rules or punish this driver behaviour. It's not real racing. It's chickening out from the fight.

Oh really, well I missed that bit. (yes I'm being sarcastic). Max gained and advantage too by being off track and preventing Norris from executing a clean pass. Forcing a car off is also breaking the rules. To give Lando 5s for overtaking off track and NOT give MAX 5s (or 10s as it was his 2nd offence) for forcing a car off track is inconsistent policing of the rules. As such your argument is one sided and ignores what Max did.
