The Entire Purpose and Protocol of F1 especially 5.13 is to allow racing to safely continue as much and as soon as possible and that meant letting the points contending cars from position 7-11 between HAM and VER to go past the SC just to be able to have ONE FINAL LAP uninterrupted battle of their own as so with VER and HAM and comply to the MAJORITY Natural Expectation of the World Racing Fans. Cars positioned 3-6 also did not get interrupted with blue flag in the final lap. It's this obvious it's more of a case of diverting blame and not wanting to own their own calamitous pitting strategy and the unsurprising case of a SORE LEW-SIR. This has happened earlier in the French GP, lewis left sitting duck and later have Max passed him in the final laps by the mercedes team.16-01-2022 06:58

Silverstone - lew-sir blocking entry to cause DNF - Only escaped with time penalty Brasil - Illegal rear wing speed gain Qatar - Rogue Marshall conflicting yellow flag with green light caught in photos just to penalize RB Saudi - getting Max to give up a well earned 1st position and even then penalized him 5sec and 10sec later after lewsir refused order to overtake slashed his rear tyre to prevent him from racing.A Abu Dhabi - Ilegal overtaking by lew-sir but didn't get penalized at all like Max did in the last race. That was good actually to RB because should mercedes give the position back they would have surely pitted and have the upperhand.16-01-2022 07:18

MASI ORDERED NO LAPPED CARS TO OVERTAKE THE SC AND THEN MASI SPECIFICALLY ORDERED THE CARS IN CONTENTION BETWEEN LEWIS AND VERSTAPPEN TO OVERTAKE THE SC AND HAVE AN UNINTERUPTED RACING SECTOR OF THEIR OWN FOR THE FINAL 1 LAP. HE ALREADY WAS PREPARED FOR SUCH SCENARIO AND INTENDED A RACING FINISH FOR THE ENDING OF THE SEASON AS WAS GIVEN THE POWER AND EXPECTED. THAT WAS WHY THE ORDER WERE NO CARS TO UNLAP EXCEPT SO AND SO AND SO TO FIT IT WITHIN THE LIMITED AVAILABLE LAPS. OTHERS WERE NOT IN CONTENTION HENCE NOT AFFECTED AND THAT INCLUDED SAINZ.
