DAS was already banned for the 2021 ruleset, the majority of which was postponed to 2022, before any 2021 cars were ever seen by the public. The rules for steering before were that movements of the steering wheel could only be used to steer the front wheels, the 2021 addition was that the only permitted steering wheel movement is rotation around the steering axis. This rule change was never planned to be pushed back to 2022, contrary to the majority of the new ruleset.
