Daniel Ricciardo has two feats that will boost his credentials this weekend. He won the last race on the Baku City Circuit and had victory in the last Grand Prix two weeks ago.
Whilst trying not to take too much away from the Aussie and those sublime overtakes, Daniel has been helped by the safety car. In the Chinese Grand Prix two weeks ago, and in Baku last year.
Does Ricciardo have the ability to win the race in Azerbaijan? Of course, he does. A bad driver doesn’t come back from 17th place as he did last year. A bad driver doesn’t overtake 5 cars in 10 laps. A bad driver doesn’t win 6 races. 
The Red Bull, over than 2 weeks ago, hasn’t been functioning as well as the team would like. Prior to the Chinese Grand Prix, McLaren was actually ahead of them in the constructors’ standings.
To win the race on Sunday, Ricciardo has to qualify well. The track is hard to overtake on. The Australian hasn’t actually qualified well on any of his race wins but I think that needs to change this weekend.
