Verstappen couldn't do 2nd run: "I had no fuel left"

Max Verstappen, who normally thrives in the rain, finished with a very disappointing P7 at qualifying in Spa Francorchamps, with the Dutchman heading back into the pit lane early.
When he and Daniel Ricciardo went back into the pit, crazy things happened. As the track was a little bit more dry, all midfield cars who stayed out profited. Esteban Ocon qualified in third, followed by his teammate Sergio Perez. Verstappen couldn't do anything, as he had no fuel left, and you can't refill the car during qualifying.
"We aren't quick enough, but we knew that," Verstappen told Dutch tv station Ziggo Sport.
When asked about him going in before all the craziness, the Dutchman couldn't do anything, he explained.
"I was out of fuel.
"Our timing was incredible, but we didn't manage it well with the fuel.
"This would've been good in a race, but we didn't set it up nicely for a qualifying session. 
"It's not what you want, but it's what we have.
"We'll have to overtake the guys in midfield tomorrow, which will be hard as following a car here is difficult."
