Why are teams fighting back over Ferrari-FIA settlement?

Following the FIA and Ferrari reaching a 'settlement' regarding the teams who are not powered by a Ferrari engine have hit back admitting their shock and surprise at the decision. But why are they disgruntled with the decision?
