BREAKING: Vettel gets handed penalty!

Sebastian Vettel has been handed a three-place penalty by the stewards for not seeing Carlos Sainz while the latter was on his hot lap, which now means Vettel will start in sixth place, behind Haas F1's Romain Grosjean.
This has some big implications on the grid. It means that Kimi Raikkonen, Max Verstappen and Romain Grosjean will now move up one place, meaning that Grosjean will start from P5. We're sure there's some champagne being popped in the Haas paddock right about now.
In Q2, Vettel was on his in lap after having completed his hot lap, and therefore driving very slowly. the German was oblivious to Carlos Sainz's Renault, who was on his hot lap and was trying to pass him. Vettel was in the way and almost collided with the Spaniard, and Vettel conceded he didn't see Sainz coming, despite him having passed Sainz only a minute before when he was still was on his hot lap.
