Sergio Perez and Brendon Hartley have both been given a 30-second penalty after Perez overtook Hartley on the formation lap.
Perez finished the race in 12th, but after the penalty had been applied he dropped to 16th.
Toro Rosso driver Brendon Hartley was dropped to 17th, the last of the finishers.
The steward's statement said: “Car 11 (Perez) overtook car 28 (Hartley) before turn 1.
“During the remainder of the formation lap made no noticeable effort to allow car 28 to regain his position.
“The driver of car 11 also admitted the driver of car 28 was not unduly delayed when leaving the grid to start the formation lap.
"In this case, the stewards decided to not award penalty points as the penalty is sufficient.”
This penalty was Hartley’s second after a 10 second time penalty due to contact with Perez later in the race.
Toro Rosso won’t be downbeat as team-mate Gasly finished 4th.
