2019 rule changes already being discussed

Formula One could be set to make changes that aim to improve racing before the Concorde Agreement expires after the 2020 season.
F1 is looking at scrapping the fuel limit that it currently employs with the aim of improving wheel-to-wheel racing between the drivers.
Currently, there is a 105kg limit for fuel that the teams must adhere to which often leads to a lift and coast tactic being employed by teams that lets them underfuel their cars, saving weight and therefore lap time.
With the drivers lifting and coasting to save fuel, it can often negate close racing due to fuel constraints and targets the drivers must hit.
A meeting of the Strategy Group is set to take place after the Chinese Grand Prix which could lead to the simplification of aero rules as well as changes to fuel rules that are all aimed at improving the racing.
Teams would all have to agree to such a change for it to become official for next year, something that very rarely happens. But with Liberty trying to improve the show in the short term before wholesale changes can be made after the 2020 Concorde Agreement expires, perhaps a compromise could be reached.
