Even though Toro Rosso managed to salvage the chassis of Brendon Hartley's car, every single engine part had to be replaced, as well as the gearbox (which doesn't have consequence as Hartley already starts at the back).
So, the entire power unit had to be replaced. That means the internal combustion engine, MGU-H and MGU-K, turbocharger, control electronics and energy store. All those parts have a limit per season, and Hartley already replaced his MGU-H and turbo after the Australian Grand Prix. That means he'll already be on his third ones today, which is the limit of the entire season. Every time it needs replacing from now on will cause a penalty for the Kiwi.
The penalty for adding an extra part is ten places on the grid for the first time you do it, and five places every time you do it afterwards.
